Limited information about Victus Noir is known. He appeared shortly after the Pharmakon debutted, and his knowledge and accurate insights into their designs and systems allows him to provide additional buffs and thus allow them to better counter the Umbra plague.

He is seen wearing a Jacket with a hoodie, and is presumed to be carrying a backpack. He has some sort of gadget on his right arm.
With his experience in Pharmakon designs and systems, Victus Noir is capable of boosting the Phase Screen as well as charge rate of Pharmakon Hulls. He also confers additional blight resistance and allows hulls to deal additional health damage. With a full fleet of Pharmakon Hulls, Victus Noir causes the fleet to deal additional plasma damage.
