The VEGA Processing Complex is a staging area for local hemispheres of the planet where all the planetary fleets assemble, including antimatter fleets for the VEGA Federation. Every so often, NPC Targets are dispatched and launched from the Processing Complex, then out of the planet into sector space, where they transport resources and/or crafting materials through the wormholes to unknown destinations.
Surprisingly, the launched fleets do not emerge from the other side of the wormhole, meaning it is likely the wormhole brought them to a different location altogether.
It's likely the Processing Complex not only acts as an industrial refinery for raw materials, but also facilitates ship construction, maintenance, research and development. The processing complexes currently cannot be attacked.
